Council adopts $38,497 budget amendment to pay regional ALPR camera costs

Rolling Hills staff asked the council to adopt Resolution No. 1420 to fund a one‑time camera replacement and ongoing communications costs for the regional Automated License Plate Recognition (ALPR) program.
Staff explained the city had approved a regional cost share previously but invoices for 2023 and 2024 "fell through the cracks" after staffing losses at the regional manager's office and were just received. "We did receive the invoice finally just recently," a staff member said while explaining the need to rescind a prior resolution and make a retroactive budget amendment to cover those charges and estimated communication costs for the coming year.
Council members asked about privacy and retention. Staff emphasized Rolling Hills contracts with the sheriff's department and does not retain ALPR data: "the city of Rolling Hills, because we contract the sheriff's department, we do not retain, capture, or withhold any data that's collected through these ALPR cameras. They're retained and monitored at the sheriff's department," staff said, adding the sheriff's policy is posted online and that the Rolling Hills Community Association is updating its private‑camera policy.
After a brief public comment period with no speakers, council members moved and adopted the resolution by voice vote. Staff said triggers will be added in interagency processes to ensure future invoices for regional projects are tracked and budgeted in a timely manner.
