Hunting-camp CUP for 468 Manta Road tabled after residents raise trespass concerns

The commission opened a public hearing March 3 on a conditional use permit request to establish a hunting camp on a 534.70-acre parcel at 468 Manta Road. Jose Perez, the applicant, said he has used the location for 14 years and told the commission he was unaware a CUP was required until recently and is now applying.
Perez said he cooperated with county staff after they contacted him and removed items from the property. ‘‘he has been at this location for 14 years, he was not aware they needed a cup and now that he knows, he is getting one,’’ the minutes record. A nearby landowner, Al Robertson, opposed the CUP, asserting that campers have trespassed and that the presence of a hunting camp could reduce the marketability of his planned residential development. Robertson told the commission, ‘‘They have trespassed on my property and I’m not sure if they know where they are even shooting at,’’ according to the record.
County Attorney Bin Minter said the hunting camp is treated under the current ordinance as a land "use" and is processed as a conditional use permit because it resembles a short-term rental in how it is regulated. Commissioner Jason Frost questioned why the county was using a CUP rather than a different permitting path; County Manager Thomas Weaver said the ordinance may need updating and that staff could consider a separate permit process in the future.
Commissioners listed conditions they want Planning & Zoning to evaluate before the commission takes final action: ensure the camp is not visible from the road, require an approved sewage/waste-disposal plan, maintain acceptable noise levels, prohibit permanent structures, and confirm who has legal authority to sign on behalf of the property. With those questions unresolved, Commissioner Gerald Douglas moved to table the CUP until Planning & Zoning issues its recommendation; the motion passed unanimously.
