Hall Park design hits MoDOT drainage question, raising cost and procurement concerns

Park staff told the board that ongoing Hall Park design work is under review by MoDOT because of a proposed tie-in to a MoDOT drop inlet on Route 33. Staff said consultants sent calculations and that MoDOT’s initial feedback raised concerns; if MoDOT will not allow the drop inlet connection the city could face a more expensive alternative that trenches across adjacent property.
Staff emphasized both cost and grant-compliance complications: engineers will send more detailed calculations and staff hope to negotiate with MoDOT. Board members and staff discussed cooperative purchasing contracts such as Sourcewell or Omnia to reduce local procurement costs, but staff cautioned that grant provisions and Buy America requirements could prevent using some cooperative contracts and might increase out-of-pocket costs. As staff put it, “If not, we're gonna have to go across people's yard. We'll have to trench... and that will jump the price up, a lot.”
