Resolutions approved include creation and fill authorization for a Crisis Intervention Care Manager and a Complex Care Supervisor at the Community Mental Health Center (classified as Non-Competitive under the NYS HELP program), and several non‑competitive HELP titles in Social Services (Senior Account Clerk and two Human Services Examiner positions). The resolutions specify that funding is budget neutral or funded through existing salary lines and state aid where applicable; authorizations to fill are valid through Dec. 31, 2026.
Committee chairs noted the HELP program temporarily allows non‑competitive appointment where eligible lists are exhausted and positions provide direct care or critical services; the Personnel Committee previously reviewed the positions and recommended full Legislature approval.
