The Cayuga County Legislature on June 23 amended its Part IV Compensation Plan for non‑bargaining managerial employees and approved a salary adjustment plan for select incumbents for 2026.
Legislators adopted a change directing the Human Resources Administrator to conduct a market analysis at least once every two years (and no less frequently than once every four years if market competitiveness allows). The body also adopted a new hiring-grade structure and pay bands and approved Resolution 231‑26 to adjust salaries for certain Part IV full‑time employees and Part II part‑time employees, including a 3.0% retroactive increase for applicable part‑time wages back to Jan. 1, 2026. The adopted pay structure lists grade bands and specific assigned salaries for identified titles (for example, Budget Director $127,411; Chief Information Officer $163,200).
The salary-adjustment resolution passed after amendment. The motion was recorded as moved by Nightengale and seconded by Shea; the minutes note the resolution passed with Strong and Pecher opposed. The Finance Director was authorized to make necessary journal and accounting entries to implement the changes.
