Council amends PDD ordinance to 5% commercial minimum and sends changes to planning commission

Staff member Steven Brown presented proposed amendments to Articles 2 and 3 of the county zoning ordinance governing Plan Development Districts (PDDs). Brown said the goal of the changes is to clarify that PDDs must remain mixed use and to require broader notification to property owners within a PDD when a major amendment is proposed.
On the use requirement in Article 2, Brown described staff's recommended minimums: "Each PDD must include a mix of uses, at least 2 types of residential and 1 commercial. Each use type must make at least 10% of the buildable area," he said. A speaker introduced as Mr. Wood asked the council to consider a 5% commercial threshold as more practicable for many projects; he argued a 10% requirement can be difficult to meet on smaller PDDs or projects without large commercial components.
Councilman Marcus moved to amend the staff recommendation to a 5% minimum for the commercial component; the amendment was seconded and approved by the committee. The ordinance, as amended, will go to the planning commission (per the standard review process) and return to the council for final action. Council members emphasized the change pertains to PDD requirements and does not immediately alter existing approvals; staff will provide materials to Planning & Zoning and bring the item forward in the adopted schedule.
