County splits 'group homes' category in zoning code to clarify where facilities can locate

Horry County planning staff presented and the Planning Commission approved a text amendment to Articles 2 and 14 of the zoning ordinance that breaks a broad "group home" definition into clearer categories and assigns each to suitable zoning districts. Senior planner Desiree Jackson said the change is intended to align zoning regulations with the county's intent statements and existing accommodations for medical and care facilities.
"So to fix this, staff broke up the broad group home category into clearer separate types," Jackson said, explaining that halfway facilities, community care facilities and inpatient treatment facilities would be separately defined and mapped into the medical use chart so each use is allowed in appropriate districts. The amendment also codified current practice that allows individuals with disabilities to live in single-family homes when the household is five or fewer unrelated people.
Jackson told commissioners the approach is intended to reduce confusion in permitting and to make the zoning code more consistent with how Horry County and its planning staff treat different residential care uses. The commission approved the amendment after a brief public input period.
