The Horry County Zoning Board of Appeals on Nov. 10 approved a variance allowing a homeowner at 6435 Chatterton Circle to build a screened enclosure that would encroach 5 feet into a 20-foot private drainage easement.
Tompkins, the county staff presenter, said the enclosure would sit 15 feet from the rear property line instead of the required 20 and that Horry County Stormwater had reviewed the plan and concluded the encroachment “does not appear to impact the ability to perform maintenance on the stormwater system.” Applicant Ben Taylor told the board he had secured letters of support from immediate neighbors and the community design board, and said only a small share of the Clearpond subdivision has similar structures.
Board members questioned whether the structure was an insulated room. Taylor replied it was “a screened roof with panoramic screened walls...It cannot [be converted] to a solid insulated roof.” After staff read the bylaw factors for granting a variance, a board member moved to approve with the standard staff conditions and the board voted in favor.
The motion noted the board’s finding that the variance would not be a substantial detriment to adjacent properties or the public good. The applicant was advised to coordinate final details with county staff and to comply with any standard conditions attached to the approval.
