Horry County reports $299 million in general fund revenues for unaudited FY2025

County finance staff presented unaudited fiscal-year 2025 results at the fall planning retreat, reporting general-fund revenues of $299,000,000, expenditures of $242,000,000 and a net addition to fund balance of about $42,000,000.
The finance presenter (S5) told council the revenue outperformance included a roughly $11.4 million increase in property taxes, more than $7 million in interest income tied to higher rates, and nearly $2 million in increased EMS fee revenue. "Starting with our general fund for 2025, we had revenues of 299,000,000," S5 said. After transfers and reserves, staff reported an ending general-fund balance of about $202,900,000 and an unassigned general-fund balance of $69,200,000.
Special revenue and capital funds also improved: the fire fund added $4,000,000 to its balance, the stormwater fund added $4,300,000, and capital funds added $7,000,000 for an ending capital balance of about $30,500,000. Staff cautioned the figures are unaudited and could change during the formal audit process. Council members pressed for clarifications on one-time drivers (notably interest income) and transfer timing to capital projects.
