Staff, citing the county's certified arborist, said the tree had codominant stems, decaying forks and root growth under the house foundation. The staff report recommended removal with an obligation to plant 19 replacement trees at 2.5-inch caliper or pay a $5,700 in-lieu fee. Applicant Larry Allen described plumbing and foundation issues attributed to the tree's root growth and said he intended to plant the replacement trees.
The board voted to approve removal with standard conditions and informed the applicant of the replacement-tree requirement or the fee option. Staff will follow up to confirm the planting plan or fee payment before finalizing the order.
