"The committee can have up to 15 representatives from across the community…we have in the past used a number of 12, and we would recommend we continue as we have in recent years," the presenter said, describing a committee makeup of four county representatives, four city representatives, two industry members and two public members with five years’ environmental engagement. Staff advised the update could be completed by the end of this calendar year and presented to council and municipalities early in 2027.
The presenter also reported that authority staff have contacted nearby disposal facilities as potential options if county capacity becomes constrained and that shifting C&D (construction and demolition) disposal outside the county would require contract changes. Committee members pressed for details on monitoring and recent water testing; staff said one surface‑water toxicity test was invalidated due to a failed lab control but that stormwater reports are filed with DES.
The committee directed staff to move forward with the plan update and to nominate county representatives to the technical advisory committee. The presentation and the committee recommendation are intended to guide future work on recycling, disposal options and any required budgetary actions.
