Council approves design funding for Place For Paws small-dog expansion

City staff presented a design-phase proposal to expand Place For Paws with a new, separate small-dog area of approximately 1,783 square feet of artificial turf, targeted refurbishments of the existing mixed-dog turf, two entrance/exit gates for each dog area, and four recessed on-street parking spaces. Staff recommended adding $90,000 to the FY 2026–27 capital improvement program to fund design work; the recommendation included returning to council for construction funding after bidding. The staff report noted the existing gate at the west side of the park was installed with the expectation of a future small-dog connection and that three mature trees could be preserved and integrated with seat walls.
Residents — in a written comment read by the clerk — and multiple council members cited aggressive coyote behavior in the community as a reason to create a distinct small-dog area. Staff told the council the design would include dog-waste stations, drinking fountains for dogs and people, and two ADA parking spaces among four new parking spots; council moved, seconded and approved adding the $90,000 design appropriation to the CIP and adopting the related budget amendment resolution.
