Laguna Woods approves long-term MOU with Golden Rain Foundation to study Area 5 flood basin for statewide trash compliance

Laguna Woods City Council authorized staff to finalize a memorandum of understanding (MOU) with the Golden Rain Foundation (GRF) to enable the city to operate and potentially construct improvements at the Area 5 Flood Control Basin to help meet the State Water Resources Control Board’s statewide trash provisions. City Manager Chris told the council the city has done hydrologic and biological assessments and camera inspections and that the MOU would allow the city to refine a compliance approach; he noted "The memorandum of understanding would run through 06/30/2060." Staff emphasized the MOU itself commits only to finalizing the compliance approach; construction or operation steps would come back to council with cost and scope information.
Staff described constraints on the site — roughly 66 acres drain to the basin, jurisdictional streambed areas identified by California Department of Fish and Wildlife, limited usable area, and access/parking challenges — and said the Golden Rain Foundation's board has approved the MOU. A resident’s written comment requested preserving any safe, usable portion for residents (community gardens/orchard); council members discussed flood risk and habitat constraints and then moved, seconded and approved the MOU by voice vote.
