Laguna Woods Council reviews draft commercial objective design standards

Laguna Woods City Council heard an informational presentation on proposed commercial objective design standards (ODS) intended to set measurable rules for future commercial development in the city. City Manager Chris introduced the process and the public comment period, and Drew Watkins of architecture firm JZMK told the council, “These are clear measurable rules that guide how new buildings will look and fit into the community.” The draft, released July 31, would apply to commercial zoning categories and to substantial renovation triggers such as demolition/replacement of 50% of a structure or additions of 25% or more.

The consultants outlined the document’s five-chapter structure — introduction, site design, building design, architectural style (termed "Laguna Woods Bridal"), and landscape — and described required, optional and prohibited elements. Adrienne Hutchinson of JZMK summarized design rules including permitted roof types (clay, concrete, profiled metal), minimum window recesses, requirements for storefront transparency and a palate of muted stucco colors and red/brown roof tones. Council members focused questions on specific features — curved parapets and quatrefoil openings, window grills, tile decoration and tree-sizing standards — and staff said those items could be refined in response to comments. Staff reminded the public the comment period runs through August 21 and said staff expects to return a revised draft in September and bring an ordinance for introduction and adoption later in the fall.
