Council presses EDC on workforce numbers and state programs; EDC staff say Launch Minnesota no longer regionally active

When Council member Nicole Matson asked how the EDC defines "primary sector" companies, Joe Rassell replied that the EDC treats companies whose majority revenue comes from outside the regional market as primary sector firms — businesses that bring external dollars into the local economy. On local job openings, Rassell said the roughly 5,000–6,000 posted positions are "a little down" compared with recent years, attributing some softness to broader national and geopolitical uncertainty that has led companies to hold hiring and capital plans.
EDC staffers discussed programs that can influence company decisions early: the job creation fund and the Minnesota Investment Fund were named as incentives to present to prospective firms. One EDC staff member said the statewide Launch Minnesota program has been discontinued in the region “about a year and a half ago,” and described a pivot toward more frequent, local ecosystem convenings, pitch competitions and Spark Center partnerships to support entrepreneurs.
