Staff explained that the county's Transform 386 office is administering two programs — single-family homeowner repair/replacement and the homeowner recovery buyout pathway — with voluntary buyouts for flood-prone properties. If the city accepts title to grant-acquired properties it would assume ongoing maintenance obligations; deed restrictions will require uses compatible with open space, floodplain management, or wetlands practices. Councilmember questions revealed that the buyout program is county-run and voluntary, that about $20 million is available for buyouts in the region, and that the city would not itself be purchasing properties but could receive title to acquired parcels. Council approved the resolution authorizing the city manager to execute necessary documents and encouraged staff to provide residents with county contact information for interest lists.
