Board directs oversight of sheriff's purchases after reserve shortfall; sheriff objects

Supervisor Spear introduced a resolution asking the county executive to apply oversight procedures from the county's reserves policy to the Sheriff's Office because its reserves were reported far below the policy target.

"Two of our most important responsibilities as members of the board of supervisors is the oversight of county programs and making sure that there are prudent expenditures of taxpayer money," Supervisor Spear said, noting the sheriff's reserves were reported at roughly 0.5% versus the board policy target of 2–4%.

Sheriff Christina Corpus urged the board to delay action and raised a series of questions about consistency and causation. "This is an official request to move agenda item 7, to a later date," she said, arguing the largest impacts on her office's reserves were the county executive's authorization of double overtime and obligations tied to a building contribution. Her counsel and other advocates said the resolution would in effect strip an elected official of independent budget authority and asked for a full, impartial review.

County Executive Caligi disputed the account that county leadership had caused the deficit and said the county had provided significant support to the Sheriff's Office in recent years. Counsel advised the board that the reserve policy provides for supervisory oversight and that the board has authority to require additional controls when reserves fall below thresholds. After debate, the board adopted the resolution directing oversight; the sheriff's office objected and the record shows the sheriff requested additional review and answers to a list of specific budgetary questions.

The action requires the CFO and county executive to monitor sheriff's contracts below $200,000 and to provide monthly oversight and reports; staff said the intent is not to impede operations but to restore reserve levels.
