Board approves wastewater-hauling contract with Wastewater Management of Northern Illinois

The Village of Davis Junction board voted to amend and approve Resolution 26-33, directing staff to award the village's wastewater hauling contract to Wastewater Management of Northern Illinois (referred to in the meeting transcript as "Vanish"/"wastewater management in Northern Illinois"). The motion to amend the award was made and seconded during a lengthy discussion of competing bids, missing paperwork and compliance requirements for land application of biosolids. "Stewart sent their packet," said the public works presenter, describing vendor submittals and distinguishing Stewart's land-application approach from Watson's hauling-to-Rochelle option.

Why it matters: staff said the selected vendor's pricing and the village's ability to embed RFP requirements in a final contract weighed in favor of the award, but trustees pressed for contract language to require proof of licensing, insurance and any sampling or permitting necessary for low-level radioactive constituents mentioned during the discussion. Attorney Mark said contract conditions can be used to manage the risks: "If the board's direction is to go with the ... the risks that we're kind of discussing can be controlled forward with the contract," he said. The board recorded the pricing terms in the discussion as $8,000 for the first 100,000 gallons and $0.08 per gallon beyond 100,000; staff will finalize the contract exhibit and any placeholders before execution.
