Board hears WRF permitting progress and next steps after planning commission approval

At the strategic planning workshop, a public commenter and staff highlighted the planning commission's recent approval of the Water Reclamation Facility (WRF) coastal development permit and discussed what remains for the project to become operational.

In public comment Dennis (transcript: "Dennis, Duje") said the planning commission's vote illustrated county support and urged the board to "include a target completion date with the associated steps and action items." General Manager Matthew McElhinney and staff confirmed the planning commission action but warned that appeals are possible and that further review by the county board of supervisors and the California Coastal Commission remains part of the approval path.

McElhinney described the district's next regulatory steps and raised the district's limited financial and staff capacity, noting the district is "fully groundwater dependent" and emphasizing the need to sequence investments and leverage grant funding where possible. The board and staff agreed to keep the WRF permitting work visible in the strategic plan and to monitor appeals and timelines.

No formal board action was taken at the workshop on the WRF; staff will track appeals and report back on schedule adjustments and funding options as the permitting process continues.
