Council approves boundary map, debt resolution to begin CFD 22A (Folsom Heights) process

The council approved two resolutions initiating formation of Community Facilities District (CFD) 22A, also called Folsom Heights, authorizing a boundary map and declaring the necessity to incur bonded indebtedness. Stacy Timani, the city's chief financial officer, said the CFD would be formed under the Mello‑Roos Act, include three improvement areas totaling 533 lots, and levy a facility special tax "ranging from approximately $2,000 to about 3,700 per residential unit." She described a services special tax in the range of "$117 to $137 per residential unit," adjusted annually by CPI with a 2% minimum and 4% cap.

Timani said bonds would be used to pay for backbone infrastructure—roads, water, recycled water, wastewater and drainage improvements, parks and open space—and ongoing maintenance, lighting and a portion of public safety costs. Staff said two of the improvement areas would incur bonded indebtedness and a public hearing on the bonds would be scheduled for Sept. 22. Council members moved and approved both resolutions by roll call.
