County outlines targeted fix for West Canyon View Road panels

Staff told commissioners that West Canyon View has numerous concrete panels that have lifted, created potholes and caused drainage issues; the county is proposing a smaller, local-funds project rather than a full regrade because a larger reconstruction did not receive state local-access funding.

"We are anticipating this will be a 10 to 20 year fix," Susan said while explaining that removing select panels and then grinding and paving can allow future chip sealing. She contrasted a costly full-panel removal or single-panel replacement (quotes for two panels were about $40,000) with a more economical grind-and-pave for a longer stretch (staff estimate about $70,000 for ~600 feet).

Staff explained drainage work would be included because springs in the hillside contribute to recurring panel lift and icy conditions in winter. Commissioners asked about utilities under panels, the difficulty of future utility repairs if covered by asphalt, and whether the benefit of the repair would outweigh later maintenance costs; staff said utilities do exist under portions of the road but that repairs would not be materially harder than current conditions.

Staff said the small-works roster and contracting steps will be used and that a contract will return to the board for approval because the anticipated cost exceeds administrative signing authority. The work is anticipated for late summer.
