CMS proposes interoperability changes and phased electronic prior‑authorization measures

Lisa Marie presented proposed changes to the Promoting Interoperability category, including modifications to the definition of certified health IT by removing five elements (family health history, patient health information capture, automated numerator recording, automated measure calculation, and clinical quality measure filter). She said two ONC attestations would be proposed for removal for the 2026 performance period and that the security risk analysis measure would be removed starting in 2027.

On electronic prior authorization, Lisa Marie said CMS would propose making the measure an optional bonus worth 10 points for the 2027 performance period and then require it beginning with the 2028 period (with certification requirements). She also proposed a new measure for electronic prior authorization for prescription drugs, to begin in the 2028 performance period and to use ONC-certified modules and National Council for Prescription Drug Programs standards.
