Trustee raises budget oversight concerns as board approves bills; question over contractor agreement

Trustee Thurmond moved and the board voted to pay the bills as listed when funds become available. The motion passed by roll call: Hanus, Kaminski, Thurmond and Trotier voted aye; Trustee Tim Perchinski voted no.

Perchinski pressed for greater oversight, arguing new employees and expenditures should be brought before the board rather than appearing on a warrant list without prior notice. He asked whether the village has a written agreement with contractor Alan Moross and who decides pay for his work. Perchinski said, "It is the Village Boards job to keep a balanced budget which is part of the reason we should have new employees and other expenditures brought in front of us before it show up on a warrant list."

Mayor William Joyce responded that the village must have a responsible water operator and noted the contractor "is charging us $500 per well which is much cheaper than standard charge other people charge," and the village engineer confirmed that rate is a good price. The board approved payment despite the objection; the minutes record Perchinski's concern and the board’s vote.
