City manager: protections agreed when district formed have changed

Council heard a detailed explanation of the compromises that accompanied the move from an interlocal agency to a taxing district and how those compromises were meant to protect member cities.

The City Manager listed four protections negotiated when the taxing district was proposed: limiting property tax to debt service, retaining member assessments so councils stayed engaged, starting with a small tax levy to avoid erasing city property-tax revenue, and involving city managers in budget development. He warned that one protection has been removed: "It's worth saying that since that time, that limit no longer exists." (City Manager)

The protections were intended to balance economies of scale from regional service with city-level oversight. Council members questioned whether the original protections still meet current needs and whether the district's growth and added internal staff justify changing how oversight is structured.

Next steps include forwarding council feedback to the South Davis task force for consideration as it refines recommendations about the administrative committee and budget role.
