Board approves MOU to pay 22% share (capped) for developer sewer extension with deadline

The board approved a memorandum of understanding with Citywide Developments to provide a village cost share for a sanitary sewer extension that will serve a planned development south of town. Under the MOU the village agreed to pay 22% of the overall sewer extension cost — including design costs — but board members insisted on caps and a timeline. The motion that passed sets the village’s share at 22% not to exceed $80,000, and requires completion of the project by December 31, 2028.

Board members debated the protections the village should require. One member argued for a dollar cap and a completion deadline to avoid an open-ended commitment: "I'd be alright with amending this MOU to institute a max dollar amount share... we'll share 22% not to exceed $50,000" (board discussion); the final approved motion used an $80,000 cap and a December 2028 completion date. Staff said the project is intended to be funded in part from TID increment and that the village would reimburse the general fund via TID as money becomes available. The board also discussed the project scope — roughly 240 units projected over 10 years — and directed staff to include the agreed guardrails in the MOU.
