TPO adopts procurement policy setting $200,000 board‑approval threshold, requires quarterly reporting for mid‑range purchases

The Hillsborough Transportation Planning Organization on Aug. 12 approved a procurement policy that formalizes how the agency buys professional services and sets approval authority by contract value. TPO staff said the policy will increase transparency, reduce procurement risk, and support compliance with federal and state requirements.

"This policy establishes a clear framework for how the organization procures professional services, ensuring that our procurement activities are fair, transparent, and compliant with applicable regulations," TPO staffer Jonathan Nixen Elder told the board. Under the new policy, contracts with an award amount under $200,000 may be approved by the executive director; contracts valued at $200,000 or more require TPO board approval.

Board members debated oversight guardrails before the vote. Commissioner Bowles moved that the executive director provide quarterly reports for expenditures between $50,000 and $200,000 for at least one year; "I'll make the motion...the executive director provide a report for anything spent between, let's say, 50,000 and 200,000 on a quarterly basis for at least 1 year," he said. Board member Gray seconded the motion. The board approved the policy by voice vote with no recorded nays.

Supporters said the threshold offers operational clarity while preserving board review for larger procurements; several members asked staff to review the threshold on a recurring basis and consider a sunset if appropriate. TPO staff said all procurements will still follow applicable federal and state grant rules and that protest procedures, conflict‑of‑interest rules, and cone‑of‑silence provisions are included in the manual.
