Commission approves Beaker Mansion window style for grant application; asks owner to secure comparable second quote

The Mishawaka Historic Preservation Commission on August 4 approved the proposed style of replacement windows for the Beaker Mansion solarium so the property can move forward in the grant application process. Krista, the commission staff member who handled the application, clarified the commission was approving the window type only and not contractor quotes; the redevelopment commission will review and approve the contractor and final amounts.

Owner Ron, who has worked on the house for decades, told the commission he sought three bids and prefers "Pella's best historical replica windows that they do. They'll be, aluminum clad on the outside and wood interiors," saying the west-facing windows are rotting and will fall out if not replaced. Commissioners pressed for procurement transparency: the grant percentage is calculated on the lowest bid, and Krista and other members asked Ron to secure a second, comparable quote (for example from Marvin or a similar historic-product line) so the redevelopment commission can verify the higher-cost product is not a sole-source selection. Ron said production would take "6 to 8 weeks" with installation "probably gonna be, like, 2 to 3 weeks," and he aimed to complete the work before winter.

The motion to approve the window type was made, seconded and approved by voice. The commission emphasized its approval covers design compatibility for the grant application; selection of a contractor and final cost approvals remain with the redevelopment commission. The commission also noted that grant funding percentages are based on the lowest acceptable quote and that Ron has time to collect a comparable second quote before the redevelopment commission meeting.
