NBISD board denies employee's Level Three grievances, upholds administration decision

Nancy York, Vice President of the New Braunfels ISD Board of Trustees, moved that “the Board Deny Ms. Green’s three combined grievances and to uphold the Administration’s Level Two decisions, as presented in closed meeting.” The motion, seconded by Kim Goodwin, passed on a 5-0 vote: Eric Bergquist, Nancy York, Morgan Renaud, Megan Stratemann-Willis and Kim Goodwin voted yes; one trustee (Steve Minus) was absent.

The board considered Item 3A — "Consider and take possible action regarding Level Three employee grievances" — after reconvening from an executive session held under the Texas Government Code. Mr. Bergquist had announced the board met in closed session to consult with legal counsel and to hear the Level Three grievance prior to public action. Board minutes state no public participation forms were received in advance. The motion records that the board denied the three combined grievances and upheld the administration’s Level Two determinations; no amendment or split vote was recorded.

The decision was taken during a special meeting held at the NBISD Administration Center Boardroom on Sept. 17, 2024. The board recorded two executive sessions that day under Texas Government Code sections cited for attorney consultation and employee grievance hearings; the minutes indicate that no action was taken during the executive sessions themselves and that the formal denial was recorded in open session.
