Property manager: leases and annual inspections can support pilot compliance

"There's usually a provision that allows for emergency access," she said, adding that coordinated access and annual inspection standards (citing MHA) can be incorporated into pilot agreements.

Janice Banks and others said a staff or legal review should confirm whether current agency practice prevents routine inspections and whether pilot agreements can lawfully require periodic inspections as a condition of receiving public incentives. The committee agreed to include inspection wording in the drafting tasks so legal can vet implications for tenant privacy and landlord obligations.
