Board approves integrated guidance grant plan covering Measure 98 and student-investment priorities

Superintendent Penrod presented the district’s second-round integrated guidance plan, a consolidated application that bundles several state grants (Measure 98, Student Investment Account, early-intervention supports and others) to fund staffing and programs the district prioritized through community engagement. Penrod said the plan focuses mainly on staffing: TOSAs, interventionists and other positions to support career-technical education, attendance and mental-health supports.
Penrod noted the plan is a required submission to the Oregon Department of Education and that the district solicited community feedback and engaged many students in the planning process. With no public comment offered at the meeting, the board moved and voted to approve the 2025–2027 integrated guidance plan so staff can finalize and submit the application.
