Treasure's Office reports 600 foreclosure notices, $2M in May collections and seeks audit-process changes

Deputy County Treasurer Megan Fralick told the Finance Committee that approximately 600 foreclosure notices were mailed at the beginning of the month and that the office has received a positive response thus far. She also reported that more than $2 million in revenue was collected during May.

Acting County Treasurer Jamie Corteville reviewed progress on vendor transitions to electronic funds transfer following a 2024 resolution and said the Treasurer's Office is auditing processes after recent leadership changes to strengthen internal controls. Corteville recommended that certain judge-authorized transactions — specifically bail disbursements and surplus tax foreclosure payouts that rely on judge-signed court orders — be exempted from the Audit Office's pre-disbursement review and instead be subject to a post-disbursement review so funds can be returned promptly.

Committee members did not finalize that recommendation at this meeting; Interim County Administrator Mark Humbert suggested scheduling a separate meeting to discuss the MD&A recommendations in greater detail. Several Treasurer's Office transmittals were approved by the committee, including returning a bid on a tax foreclosure property and terminating a contract with Whitcomb Law Firm, P.C., with payment of invoices recorded as approved 5-0.
