The Rainier School District board voted Aug. 10 to accept an intergovernmental agreement (IGA) with the City of Rainier and the Rainier Economic Development Council (REDCO) to rehabilitate a district sewer line by slip‑lining, a technique that inserts a new pipe inside the existing one.
Superintendent Holloway described the work as “a fairly durable” repair that could prevent recurring breaks and tree‑root intrusion. He said the city and REDCO have offered financial support, reducing a cost the district would otherwise face. “They have voted to go ahead and spend up to $250,000 on rehabilitating through slip lining the sewer pipe,” Holloway said during the discussion.
Board members asked technical questions about the method and long‑term durability; a REDCO representative noted the lining would be flexible and less susceptible to root intrusion. One director indicated a conflict of interest and recused themself from voting on the agreement, a recusal the chair acknowledged before the motion. The board then took a vote: five members supported the IGA and one abstained, and the motion carried.
Board members said the repair should reduce stormwater infiltration and help the city avoid triggering permit noncompliance at its wastewater treatment facility. The IGA also positions the district to avoid larger capital projects by addressing the line sooner rather than later.
The board moved immediately after on a related IGA with REDCO tied to the same system and approved that agreement as well.
