ACIDA reports $500,000 Brownfields grant activity; workforce reporting required for green energy projects

Melissa Pingitore, Assistant Director of the Allegany County Industrial Development Agency, told the committee ACIDA is focused on allocating a $500,000 Brownfields Assessment Grant to sites with a high chance of redevelopment and that approximately $328,000 has already been committed to specific sites.

Pingitore said ACIDA also anticipates a response in October on an Appalachian Regional Commission grant application for the ACIDA building project and expects activity on microenterprise grant awards in the coming weeks, noting 46 local businesses have expressed interest in Microenterprise grant funds. On workforce compliance, she said the green energy pilot projects are subject to a contract requirement that requests 90% local labor unless five exceptional conditions are met; contractors must provide quarterly and annual hiring reports. She added that "locally" in this rural context may extend roughly 1.5 hours outside the project location and that union hiring requirements can also affect local hiring outcomes.
