The resolution, introduced on the recommendation of the board president and approved on a motion by Elisha Cohen with a second from Marissa Van Valkenburg, described a collaboration among four BOCES (Onondaga‑Cortland‑Madison; Albany‑Schoharie‑Schenectady‑Saratoga; Madison‑Oneida; Broome‑Tioga) and noted partnerships with the New York State Education Department (NYSED), the Access4Learning Student Data Privacy Consortium (SDPC) and The Education Cooperative (TEC). It specified that DPAs negotiated by the ROC would include requirements for compliance with New York State Education Law Section 2‑d and Part 121 regulations regarding student personally identifiable information and certain teacher/principal APPR data.
The resolution states the board "reserves to itself the right to make determinations regarding the use of such DPAs and the software and/or technology resources to which they relate and to consult with its own legal counsel to review any specific issues or concerns before executing any DPA." The motion passed 5–0.
