Lawmakers push measure to measure and maximize grid utilization to avoid $42B in upgrades

Assemblymember Schultz told the committee that modern management of distributed batteries, EV chargers and smart devices can "flatten the curve" of peak demand and avoid an estimated $42 billion in distribution upgrades through 2040 if the grid is used more efficiently. Supporters including Dan Jacobson of Environment California and Joe McLean of White Pine Renewables offered concrete pilot examples where distribution‑connected batteries deferred costly transformer and feeder upgrades.

Opposition witnesses raised concerns about how utilization targets would be set and measured, noting the CPUC and utilities each have different operational constraints. The bill as amended leaves many implementation details to the CPUC and directs the agency to consider grid management tools that maximize existing distribution infrastructure. Committee members emphasized that data and flexible implementation are essential; the bill was moved to appropriations as amended.
