Forebay Committee seeks PARC Tax funds for kiosk, signs and trail counters

The Forebay Committee on Feb. 17 reviewed options for using PARC Tax funding to improve trail information, signage and data collection across the Forebay area.

Recreation Director Karl Teemant told the committee that PARC Tax applications are due in April 2026 and that the PARC Tax review committee will make recommendations to the City Council. The discussion focused on a large orientation kiosk (seasonal winter and summer maps with potential dynamic QR codes), replacing or supplementing existing wayfinding signs, and acquiring 2–3 trail counters. "Applications for fund requests are due by April 2026," Karl said, stressing the application timeline.

Art Troyer agreed to produce a bid and mockup for a kiosk that would match existing canyon signage. Adam Cowie argued trail counters would provide evidence of trail usage for council presentations; Karl suggested the counters be deployed multiple times per year rather than year-round and said he would coordinate with the city engineer about management. "Art will work on a bid/mockup of a kiosk that is similar to other signs and kiosks in the canyon," the committee recorded.

Committee members also debated materials and placement for directional posts and signage to help users distinguish public from private land. Bridgette Cheever suggested relocating a sign near Ezra and Little Shawny to a more central location. The group discussed seeking donated signs or funding from private companies and making maps available at community locations; Lindsay Fillerup volunteered to work with the library to distribute printed maps.

Next steps: Art Troyer will obtain separate quotes for a kiosk and for additional signage, and staff will incorporate the PARC application deadline into project planning.
