Members who supported following the APP argued the process provides a rigorous multi-step assessment that reduces subjectivity and potential liability when correctly applied. "If we follow the APP as closely as possible, it takes those things out of the equation," one board member said. Others stressed the emotional-maturity and safety concerns when a 12-year-old practices or competes alongside significantly older students, and several cited prior incidents and parent complaints in support of keeping stricter local limits. The board did not vote and directed staff to clarify whether the 2023 memo was incorporated into policy, to post guidance for families, and to consider manager-role definitions at a future meeting.
