Resident asks board for ISG deliverables and wetland delineation as annexation process begins

Laura Zwert directed several detailed questions to the board about pre‑construction work paid to ISG and an apparently missing wetland delineation. "I have an email for Mr. Hemmer, dated January 9, where I asked what deliverables would be included in that report," she said, naming the wetland delineation and final concept drawings as specific deliverables she expected.
District staff replied that ISG has not produced final drawings because the project's classification (county versus city limits) remains unresolved and that they would check on the wetland delineation. Zwert said the district paid "almost $40,000 for some of this" and asked who would conduct and pay for additional studies if the board petitions the city for annexation.
Board members and staff discussed whether reports paid for by the district could be reused by the city and noted the district's counsel has limited experience with annexation processes. The board agreed to follow up and provide the requested contract and deliverables information to clarify duplication and costs before moving forward with annexation or construction.
