Scott also outlined how ORR intends to distribute vehicles and to spend down accounts; buses would be divided among districts and some vehicles will be sold via sealed bid. He recommended the board note the proposal and prepare for stakeholder questions as the process proceeds; the board approved an oral-resolution motion to register the district's position and move the item through its consideration process.
