Fiscal team outlines $313M human services budget, plans for county EHR system

Chad Wolf, division administrator for Fiscal & Management Services, presented a high‑level overview of the department’s fiscal footprint and several strategic projects.

Wolf said the department’s 2026 operating budget is about $313,000,000, of which about $110,000,000 is funded by county levy (roughly 40 percent of the department’s operating budget). He said the division manages more than 600 contracts and amendments annually and roughly 400 contracts are executed through the department; program revenue totals approximately $200,000,000 and carries reporting requirements tied to federal and state regulations.

On strategic projects, Wolf described a multiyear procurement for an electronic health record (EHR) system and said staff intend to award to Netsmart, using its MyAvatar product, with target implementation in early 2027 and a contract expected before the committee within two months. "We've been working on that procurement... we have an intent to award out to a company called Netsmart," Wolf said. He described the EHR as a single platform for capturing service level details, claims, and billing that will be used by internal staff and external POS providers including CCS agencies.

Supervisors asked about how the EHR rollout would be funded and whether it would replace contracting or program management systems; Wolf said funding is already budgeted in capital and operating buckets and that the EHR will not supplant a contracting system — both are needed.
