The New Albany Architects Review Board on Aug. 10 approved a certificate of appropriateness and four related waivers for a proposed residence at 6905 Central College Road, contingent on several design conditions. Chair (the meeting chair) moved approval after staff presented the applicant’s third set of plans and the board discussed adjustments to the west elevation, garage treatment and window composition.
Staff said the revisions were intended to meet the design guidelines and city architect recommendations, including adding landscape screening at the west elevation near the garage and gym mass, introducing faux shutters or windows on the gym and garage masses, simplifying and lowering rooflines, extending eaves across the gym mass, and using hardyboard and stone as exterior materials. The staff presentation described the package as the third set of plans and noted the changes were made in response to prior ARB comments.
Board member Mister Morales, a review board member, said he had reviewed the materials with staff and "I'm supportive of of what I see here," but asked staff to confirm that the barn-style element’s height complies with zoning; staff said zoning and permit review would check height at the permit stage. Another member asked that the glass transoms shown on the garage doors be retained as a condition: "it would be my preference that the glass transoms be required as part of that waiver," the member said, noting the detail helps tie the double garage door into the overall design.
Members also discussed the rear elevation and window sizing, with one member suggesting either resizing windows or adding a false window to make the rear composition read more cohesively; the applicant explained some small windows serve bathrooms and are sized for function. The chair cautioned the board about exceeding the scope of the waiver process when suggesting additional design changes.
The board voted to approve the certificate of appropriateness and all four waivers with the following conditions: the porch roof pitch shall match adjacent roof pitches, glass transoms shown on the garage doors must be provided, and the rear garage door area must be screened from adjacent property with landscaping along the west elevation subject to staff approval. The vote passed unanimously.
