Silverton ISD board selects design-build for 2026 bond projects, authorizes RFQs

At its Jan. 20, 2026 meeting, the Board of Trustees of the Silverton Independent School District voted unanimously to select design-build as the construction delivery method for the district’s proposed 2026 bond projects and to authorize the superintendent to begin procurement steps.

President Dane Mullins moved “To adopt the resolution, as presented, selecting design-build as the construction delivery method for the District’s proposed 2026 Bond Projects, authorizing the Superintendent to issue Requests for Qualifications and establish the weighted criteria to include therein, and further authorizing the Superintendent or her designee to take such other actions as necessary to assist the Board in the District’s agent for the duration of such projects, all according to Texas Government Code Chapter 2269, subchapter G.” The motion passed with all seven trustees voting yea.

The resolution directs the superintendent to issue Requests for Qualifications (RFQs) and to set weighted selection criteria for teams responding to the RFQs. The board cited Texas Government Code Chapter 2269, subchapter G as the legal framework for using design-build delivery for public construction projects.
