Selectboard votes to continue Europa IT contract, will research long-term alternatives

The Townshend selectboard voted to continue its managed-IT contract with Europa and agreed to deficit-spend in the coming fiscal year if necessary while the town researches alternative providers and more favorable contract terms. The motion to continue the Europa contract was made by a board member and carried with no recorded opposing votes.

Alicia (speaker10), speaking for the IT committee, said the board must weigh the costs of switching against compliance risks and contract penalties. She warned that, without a written cancellation agreement, the town could be liable for roughly half of the remaining contract term. As Alicia said, "So if we stop paying them as of July 1, we are liable for 50% of the remainder of the contract, which is almost a year and 0.5. So it's, almost and it's still under $14,000." The committee and several members also emphasized the town needs regular security reports and clearer written terms before making any change.

IT committee members raised compliance concerns tied to Microsoft licensing and cybersecurity monitoring. An IT professional (speaker7) urged the board to require monthly security reports as part of service, saying those metrics should be included in any retained contract. The board instructed staff to prepare written details of contract exit liabilities, possible replacement providers and anticipated short-term budget impacts and to revisit the issue at the next meeting.
