Osage County approves statement backing "responsible" conventional energy projects

The Osage County Board of County Commissioners voted Feb. 10 to adopt Resolution 2026-02, a policy statement saying the county is open to the "responsible and well planned development of conventional energy projects," subject to existing zoning, permitting and public hearings. The resolution, introduced and explained by the board's staff adviser, makes clear it does not approve any specific project or waive regulatory requirements.

"The board hereby expresses its support for the responsible development of conventional energy production within Osage County, subject to applicable county regulations and law," the board read as part of the resolution. The resolution specifically cites conventional facilities "including but not limited to traditional thermal power plants or next-generation nuclear facilities" while directing staff and the planning commission to review existing policies and recommend clarifying standards.

Supporters said the statement will provide clarity to potential developers and residents about which types of projects the county will consider while preserving local review. At the same time, one commissioner recorded a vote of opposition to the companion statement (the motion still carried). The board also affirmed that any proposed project would require separate planning, public hearings and approval under county code before moving forward.

Next steps include staff and the planning commission evaluating the county's comprehensive plan and land-use regulations and recommending updates or standards related to conventional energy, as directed in the adopted resolution.
