Tower View Mobile Court seeks driveway variance to match DNR-approved bridge replacements at Hawks View

Representatives for Tower View Mobile Court and Hawks View Golf Club presented plans to replace two narrow crossings over Como Creek with precast clear-span bridges and to widen the associated driveways that approach those bridges. The property at 7377 Kruger Road, Lake Geneva, is zoned commercial/recreational and shoreland wetland; staff said the bridge replacements themselves are DNR-approved and exempt from the 75-foot shoreland setback but the driving approaches are not exempt and require county approval.

Applicant representatives said the main crossing — previously about 24.5 feet wide — would be replaced with a 30-foot clear-span structure and the emergency crossing expanded to a 24-foot wide clear span so both could provide safer, two-way emergency access and meet contemporary fire-code expectations. The applicant also described hydraulic modeling that showed replacing culverts with the clear-span bridges would reduce a hydraulic bottleneck and lower floodplain elevations in the immediate area.

Staff read town correspondence documenting local planning commission and town board reviews and said material from the town of Geneva would be placed in the file. The applicant emphasized public-safety and emergency-access reasons for the approach widening and said construction sequencing would allow the emergency crossing to be replaced first to maintain access during work. The hearing record shows no public opposition at the county session; the board closed the hearing and recessed until Aug. 13, 2026.
