Task force debates whether Lebanon’s master plan or strategic plan should lead long‑term visioning

A central topic at the meeting was the relationship between Lebanon’s 2012 master plan and the proposed strategic plan. A presenter (S3) reviewed ICMA guidance and said the two documents can be positioned in different ways: "the master plan arises out of the strategic plan or they could be pursued simultaneously," and urged the task force to decide which should take precedence.

Other members emphasized practical constraints: the master plan is currently the city's adopted guiding document, which could constrain short‑term strategic choices if not reconciled. Committee member (S6) warned the group must identify how to "negotiate that" potential conflict because both documents could continue to guide city decisions in parallel.

Participants suggested Phase 1 extract useful elements of the 2012 plan (for example, its housing chapter) while recognizing the document’s age. Several speakers said the task force should present a clear recommendation on the master plan/strategic plan relationship to Phase 2 so the subsequent drafting work has a defined frame of reference.
