Panel debates housing, commercial priorities for Route 60 corridor

Members disagreed over whether allowing residential in the Route 60 corridor would help create attainable housing or simply attract out‑of‑county buyers and increase service costs. Some members said mixed use and UDD tools could create housing for different life stages and workers; others argued gateway business areas were intended to attract employers and that residential conversion would undermine the commercial tax base.

During the discussion, one member criticized the narrow focus of earlier work: “If you don’t have a plan for it, you won’t ever get a solution.” Others referenced earlier breakeven and fiscal‑impact work suggesting that, across the county, residential development often does not fully pay for the additional services it requires. The committee repeatedly returned to two tradeoffs: (1) protecting land for job‑creating commercial uses versus (2) creating more nearby housing for workers.

The subcommittee did not resolve the policy tension; instead members asked planning staff to draft UDD language that would require balanced master plans and explicit transition controls (setbacks, buffers, pattern books) to mitigate impacts if residential components were included.
