Citizens revise economic development chapter, add agriculture and heritage section

The Citizen Work Group on March 4 reviewed edits to the comprehensive plan’s Economic Development (ED) chapter, with staff saying the changes update data and move objectives to better reflect the county’s strategic plan. Staff member (speaker 6) told the group the chapter had been reorganized and that “nothing was deleted,” and that a section on agriculture and heritage was being added back after earlier omission.

Members requested a couple of clerical fixes and minor content clarifications—one member pointed out that “John Tyler Community College” should be updated to Brightpoint Community College in the draft text. The group discussed priorities for how ED policies should be framed, emphasizing consistency with the county’s Economic Development Authority (EDA) strategy and the broader economic-development plan.

Why it matters: the ED chapter will guide land-use recommendations, incentive targeting and the list of preferred uses for the county’s Economic Priority (EP) parcels. Staff said the edits are intended to give the county a clearer, prioritized set of actions when marketing sites to prospective businesses. The committee asked staff to refine objective language and return with a final draft for the group’s April briefing to the board.
