The Indian Hill Exempted Village School District board approved a resolution declaring an urgent necessity to replace entry doors and install access-control improvements at the high school and authorized the superintendent and treasurer to proceed without competitive bidding under Ohio Revised Code 3313.46.
Nolan Marks, speaking for the operations committee, framed the change as a safety priority: the proposal would create a secondary entry vestibule and a secure authentication area so visitors can be verified by front-office staff before accessing the building interior. "Once you get through those double doors... you're contained in that area," Marks said as he explained the functional benefit of the design.
The resolution language read in the meeting cites the statutory authority directly: "Resolution declaring urgent necessity for the security protection and accessibility of school property and authorize the superintendent treasurer to proceed with the replacement installation of entry doors and access control improvements in Indian Hill High School without competitive bidding pursuant to Ohio revised code section 3313.46." The board moved, seconded and approved the resolution by roll call.
Administrators anticipated some of the work could extend into the fall but said starting in the summer reduces disruption. The operations committee and district consultants will coordinate timing and contractor access to minimize impacts on students and activities.
