Board authorizes staff to draft RIFA participation agreements to pursue regional grants

The board voted to authorize county administration and economic development staff to work with participating towns and legal counsel to develop draft documents establishing a Regional Industrial Facilities Authority (RIFA). A presenter described the RIFA as a regional mechanism to pursue site-development and infrastructure grants and emphasized that forming the RIFA would not itself designate specific property or obligate the county to projects.

"Regional Industrial Facilities Authority," the presenter said, explaining that the RIFA creates a mechanism to apply for grant money and advance site-development priorities that benefit all participating localities. Supervisors asked clarifying questions about whether forming a RIFA required identifying a particular property; staff said the formation step creates the general mechanism and later participation agreements would be required for individual projects.

The motion to authorize staff to draft the RIFA participation and governance documents was made, seconded and advanced for future review; the board emphasized this is a drafting and review step rather than a final commitment to project participation.
